Jeanette retired from the Government of Saskatchewan, Saskatchewan Public Safety Agency in 2023 with a progressive career spanning over 33 years in the areas of policy, communications, public safety and emergency management. Jeanette is an advocate for emergency management education, training and planning. Following retirement, she became the founder and principal consultant for JMK Training and Consulting Services, specializing in Emergency Management training and consulting, and is a certified ICS Canada trainer. Jeanette is passionate about supporting emergency management programs for all Saskatchewan communities. She is proud to serve on the SEPA Board with her fellow directors and believes that the Saskatchewan Emergency Planners offers a Saskatchewan focused platform for collaboration, education and networking opportunities.

Trevor Leggett began his public safety career in 2005 with the Saskatchewan Ministry of Justice where he honed his skills as a Hostage Negotiator, eventually overseeing security and operations of the Regina Provincial Correctional Centre. In 2019, he went to work for Saskatchewan’s Emergency Measures Organization (Saskatchewan Public Safety Agency) as an Emergency Services Officer, where he advised elected officials and first responders on emergency preparedness and response measures during large-scale disruptive events. Trevor spearheaded several initiatives while at the SPSA including the development and implementation of critical programs in Saskatchewan during the pandemic, such as the COVID-19 rapid test kit distribution program. He also led the construction of a mobile command unit shared by police, fire and emergency management agencies across the province. However, Trevor’s dedication transcends provincial borders as he has been deployed across Canada to assist during large-scale disasters including a posting to the BC Provincial EOC for the atmospheric river event, and as an Information Officer for the 2021 wildfire and flooding events in the Yukon. In 2021 Trevor was appointed as a Coroner for the Province of Saskatchewan. In this capacity, he coordinates and leads death investigations, leveraging his expertise in public safety to make recommendations aimed at educating the public on hazardous practices and conditions. In his current role as SaskPower's Emergency Management and Business Continuity Specialist, Trevor works to ensure the utility is prepared to handle the evolving challenges posed by extreme weather events and a changing climate, and both cyber and physical security attacks. Trevor is also co-chair of the provincial nuclear emergency management steering committee. Trevor is also the Deputy Fire Chief on his local fire department, and a volunteer medical first responder with the Saskatchewan Health Authority.

Adrian oversees EMO programs for 10 communities. Adrian has worked as a paramedic for 13 years before shifting into emergency management for six years. Overall experience includes attending to ambulance and fire department calls; community evacuations; multiple day wildland fires; fluvial flooding; Covid-19 response; evacuee intake support; and attends EMO and council meetings. Adrian is a certified ICS Canada 100, 200, and 402 instructor.

Helen Fornwald is retired from the City of Estevan. She has been employed with the city for over 32 years. Her emergency management journey started with Emergency Management training in 1996 with Canadian Red Cross. From there, she had the opportunity to work with American Red Cross in Puerto Rico for a 3-week DR for Hurricane George classed as a “hardship assignment”. Over the years, she has taken many emergency management training. Helen has had experience with the city as early as 2000’s declaring a local state of emergency a few times with organized evacuations. She conducted regular tabletop exercises and training to keep EMO team current and prepared. Helen conducted monthly meetings with all agencies emergency services, crown corporations, School System, RM, Hospital, SHA, Search & Rescue, Ministry of Highways, Airport, Salvation Army, Ministerial Association, SPSA, WSA, Canadian Red Cross and Ministry of Corrections, Policing & Public Safety.

As a dedicated Safety Coordinator and Emergency Measures Coordinator for the City of Weyburn since 2020, Abby Kradovill brings over a decade of expertise in health and safety, having previously held the same role with Miller Well Servicing beginning in 2008. With an applied certificate in Occupational Health & Safety from Saskatchewan Polytechnic and a National Construction Safety Officer Designation, Abby combines professional knowledge with a strong commitment to public safety and emergency planning. An active community volunteer for nearly 20 years, Abby is eager to join the SEPA Board of Directors to contribute to the continued success of SEPA’s initiatives, including the annual conference.

Joan Hrycyk is an experienced emergency management professional with more than 35 years of public service experience in Saskatchewan. Throughout her career, she has demonstrated strong leadership in emergency planning, response coordination, evacuation management, stakeholder collaboration, and public safety operations during complex and high-pressure incidents.
Joan has built a reputation for her practical, people-centered approach to emergency management, bringing together agencies, communities, and partners to strengthen preparedness and resilience. Her experience spans operational leadership, strategic planning, training development, and supporting teams through emergency and crisis situations. As a member of the Saskatchewan Emergency Planners Association Board of Directors, Joan is committed to advancing professional collaboration, mentorship, and continuous improvement within Saskatchewan’s emergency management community. She is passionate about supporting knowledge-sharing, building strong professional networks, and helping develop the next generation of emergency management leaders. I am presently the Emergency Management Coordinator for Yorkton Tribal Council which assists six communities in emergency preparedness. I have been an Emergency Manager since 1995 for the City of Melville, then Government of Saskatchewan and the City of Regina until 2008. I received all my training through Arnprior Emergency Management College. Priority to this I worked for the local ambulance and was also involved with local fire department achieving my NFPA 1001. I then went into safety and achieved my National Construction Safety Officer while working at Nutrien and Mosaic potash mines. I was offered the job at the Yorkton Tribal Council in 2019 and enjoy the position immensely.
I look forward to being a part of the SEPA Board of Directors and continue to move Emergency Management forward.
